The Deltana Community Services Partnership project started when a group of concerned Delta area residents began meeting in January 2008, to discuss ways to address community behavioral health needs. The school district, state agencies, the military, city government and concerned citizens all agreed that a plan for attracting and implementing integrated human services was needed. The coalition of community members has met formally since July 2008 when grant funding from the State of Alaska, Department of Behavioral Health, Prevention and Early intervention services was received.
Deltana consists of the people who live in the south Fairbanks census district, within the communities of Delta Junction, Big Delta, Ft. Greely and, the Tanana river area and along the Alaska highway. Our group called "The Coalition" has been involved in strategic planning. Strategic planning has five phases: (1) Assessment of community needs and resources; (2) Capacity Building of community stakeholders and agency partners; (3) Planning for the community projects; (4) Implementation of the programs and projects, and ; (5) Evaluation of the project. During 2009, our first project year we have been involved in the first three steps. We are now engaged in step 3, planning. The DCSP was been awarded two more grants in FY10: a pre-development grant for senior housing and, a Community Cafe grant, which is an Alaska wide program designed to help communities define their needs. Finally, we secured an office at The Parkside Professional Building across from the baseball fields where we now conduct business.
In December 2010 we applied for Alaska Housing Finance Corporation's Greater Opportunities for Adult Living grant, to build "Ptarmigan Heights", a senior housing complex. Unfortunately we did not receive the funding, but we are still on task to reapply this coming year and our developers, Anderson Enterprises, are retained to help us again! The new year brought with it our opportunity to reapply for the grant which funds much of our operating costs, the Department of Behavioral Health's "Comprehensive Behavioral Health Prevention and Early Intervention Services" grant. We completed what we feel is a strong application, with the assistance of Deborah Hayes, and hope to hear from the committee soon.
In late January a local non-profit "Alpha Omega Life Care Inc." approached us and asked if we would be willing to take over managing the USDA's Temporary Emergency Food Assistance Program (TEFAP) and Commodity Supplemental Food Program (CSFP). With much help from community members we have begun distributions once a month for each program. The first and third Saturday of every month a volunteer drives to the Fairbanks Food Bank, picks up the boxes, and meets volunteers here in Delta who help to hand out boxes to our areas needy families.
